This minister of finance - Mohammad Shoaib was from East Pakistan and he is also the founder of the Institute of Cost and Management Accountants of Pakistan. This was his efforts as member of Ayub's regime that Pakistan was progressing very fast then (1958-1962 and 1962-1968).
