Many weak hadith are present - it does not make them any less true for being weak. However it does mean that usually rulings cannot be extruded from them and imposed in a Shari'ah.
so what can be extruded from those hadith which are weak???

I think because it's a weak hadith the message can be picked up if logical but you can't draw any ruling out of it.

I didn't get your question. By picking up I meant "understanding" which can vary from person to person according to their intellect, culture etc but i also said that weak hadith cannot be used in legal matters/issuing rulings etc.

i want to understand whats the difference between a legal matter and the other matters........
for example (hypothetically).........someone says praying a particular number of rakaat/saying specific words at particular day/time/reciting ...etc solves your xyz problems.....citing a weak hadith...
and another person says that its not like that......u can't add something or prescribe things like this..........
so does the matter above fall into legal category or other matter??

It definitely does not fall under the legal category like the rules of divorce or inheritance described in Quran and authentic ahadith.
weak hadith doesn't mean that it's fabricated, it just has a broken chain of narrations.

depends on the matan[text] of the hadith. and even if it's an authentic hadith you can't just rely on one hadith always, in siha e sitta there are topical ahadith narrated by different sahaba and to rely on it you have to study all of the ahadith regarding that topic, that's why scholars are for.

Shaykh Muhammad Al-Yaqoubi states that a weak hadith that bears on matters about what is better and what is worse rather than what is halal or haram can be acted upon.

what you're inquiring about is fadail 'amal. In matters of fadail 'amal, according to some scholars, it's permissible to act upon weak ahadith as long as they're not extremely week. Some other scholars put more conditions on it, for example, a person must know the conditions for acting upon weak ahadith.
We also find that many weak hadith have correct meaning even if the hadith itself is weak.

One basic rule for any hadith, as long as it is not in contradiction with Quran and Clear teaching of The Prophet (SAAW), it is OK to follow the message of that hadith, without getting into the debate of authenticity of Ahadith.
In this Particular case, It is not like the Prophet (SAAW) is ordering/suggesting Muslims to go to China for seeking knowledge, China is used as an example, because in the days of Prophet(SAAW) it was not easy to be in China and learning Chinese ain't easy even in these days... the emphasis of the advice in the Hadith is about seeking Knowledge at all costs... that in my opinion is not a bad advice by any mean...
Now we the muslims are good in debating only, we won't be paying any attention on the content of the message, we would however like to get in debate for the sake of criticism... whilst seeking knowledge is something of last in our list of priorities because the hadith which advice/order is seems to be weak or fabricated...
