Actually.. to tell you the truth, Steve Waugh loves putting the gullies, slips and point all together. He’s done that a hundred times in test matches especially.
But for a ODI.. i can only remember two other occasions in the recent 3 years.

If you guys remember watching some of the matchs, Harare is a beautiful ground, surrounded with lucious green forest trees.
Inspect the pitch, it’s all clean (NOT FOUND IN INDIA), it seems to be a bowling pitch.. much like South Africa.
Also Zimbabwe, is a poor country, so it has a poor staff taking care of the ground.

Number #17 bowling is Damian Fleming, who in the match recieved the MoM award because too 3-14.
Batting is David Mutendera, who had lots of trouble playing anywhere besides at slip. (hint hint.. Steve Waugh is a genious).
Mutendera is a bowler so he batted 11th.
Guy on non striker is Blignaut who had something like 21 not out.
Note Mutendera stuck in and kept a partnership of 18 at the end. Zimbabwe scored 116 all out.
Match was after the World Cup 99 (then SL), when Australia toured Zimbabwe for 1 Test match and 3 ODI’s. (How the whole 16 Test match winning streak started).
Zimbabwe scored 116 all out. Australia got 117/1. Won by 9 wickets. Later winning the series 3-0.

Such a field placement is done only in a do or die situation, and you'd rarely see such a spectacle in the middle of a game.
This is a last over, last man on, 4 runs to win kind of a situation. Such a placement will put pressure on the batsman to the extent that he will be scared of even attempting half the deliveries in fear of nicking them.
Its comparable to a 6 men on ice situation in ice hockey, where in sudden death overtime, a losing side will pull out its goalie and play with 6 men on the ice. This gives them a one man advantage over the other team, but at the same time, exposes their empty goal to an easy goal.
