Technically it means that
"You gave sermons in the streets of Syria"
Its probably indicating to how the sisters of Imam Hussain (RA) expressed themselves after the tragedy in Karbala, and how they conveyed their message to the muslims under the rule of Yazeed.

Pristine and Nia Thanks, actually, I wanted to be more sure about the event that is covered in that line. As I know that sometime the whole history is covered in these shers like I never understood the reasoning behind the following sher:
dasht o dasht dariya bhi na choRay hum nay
behr-e-zulmaat mein doRa diye ghoRay hum nay
Until, my teacher told me that it is a famous story when muslim conquered North Africa then Uqba bin Nafae wanted to cross the Sea on his horse but the horse didn’t go any further and hence he made dua and said to Allah that I do want to spread Islam further but unfortunately I can’t go any further. This whole story is covered in the above mentioned sher and similarly I thought in the poem above there must be a story related to something.
