From my last dose of the daily papers, that being this morning, US authorities are still confirming whether it was his voice....
Several experts have said that it is definitely his voice (that was this morning on the radio). Plus some have said, that his announcements are usually a definite precursor to a big attack, so I guess it should be expected that security will be tightened in all the named target countries.

Yes indeed. Some other Al Qaeda big shot warned of some attacks a couple weeks ago didn't he? Put Germany on high alert. Now this tape. It has further been reported that US intelligence has detected a high level of "chatter" usually indicative of something coming up.
Selfishly, I hope it's not in the US. Regardless of where it is, I hope not too many innocent civilians, women and children will be murdered.

When the video tape of UBL came out having an after dinner discussion on how the towers fell, it was immediately denounced as a piece of Hollywood.
Now we have this guy celebrating attacks on innocents, and threatening to kill people in multiple countries, and there is not one single denial from anybody. And frankly, the only thing he left off of his list is Kashmir. How do the Indians get off the hook so easily, and the Chinese for that matter who are cracking down on separatists without CNN to document it? So IF he included China and India, which I think he should out of a sense of fairness, that would leave him in conflict with at least fifty percent of the world's population. Africa and Latin America are OK I guess.
OG: India is inherently included by the jihadi scum. So don't you worry. India is in the same boat as Russia, US, Western Europe, Philipines, Indonesia.
