I read a shair (in Sindhi) which says:
Umr ki ungliyoon se khaak ki tarah chhanta hai
aadmi sastay cigarette ki tarah poora jalta hai
I thought cigarette sasta ho ya mehnga, poora hi jalta hai 
Why poet used sasta cigarette analogy? Is there any difference in smoking sasta K-2 and mehnga Dunhill?

so its not about quality of cigarette, but the financial position of the smoker.
The quality of tobacco, the quality of cigarette paper, the quality of filter, how densely tobacco is packed in a cigarette, the quality of cigarette box ... all determines the over all quality of the cigarette, and the price of the cigarette

Agree, but have high quality cigarette got less smoke worthy part as compared to low priced cigarettes?

No, in fact high quality one has more tightly packed tobacco in it, so it lasts longer

Interesting facts. When British started ruling India, they just levied Excise Duty and that too on the products they wanted to discourage consumption of. So, as they were against local clothes Industry, they levied Excise Duty on local Clothes and exported low quality clothes from Europe was exempted from Excise. The tax on Income was levied lately in 1920’s by introducing Income Tax Act, 1922.
In Pakistan, each budget increases the price of cigarette due to increase in excise Duty. But now other indirect taxes (Sales Tax) is being imposed even on slimming centers, transportation, beauty parlors. They did try to levy Sales Tax on medical facilities in this budget, but aakhri waqt main Sindh assembly main kisi jiyale ne Benazir ki qabar ka wasta de kar ye azaab talwaya
