Generally yes, but in this month, both sides are extremely volatile and become each others enemies. Shias will lead their processions and make sure they pass Sunni mosques and stop and carry out their procession right infront, and the Sunni molvis with their non-existent patience will do something equally stupid and voila we have a warzone in the making. Sadly, putting a ban on outdoor processions or rallies would be encroaching on the Shia community right to practice their religious liberties and beliefs.

I don’t believe that procession is part of faith, this is more of a political show down provoking the opponents. Allah swt will not ask if you did matam on a shaheed’s shahadat date every year going out on streets.
