Not really when you had Zia in power in Pakistan. The worst leader in Pakistan’s history. He really Islamicized the struggle and Islamicized Pakistan to such an extreme degree.
I blame him for the current rise of militant Islam in Pakistan.
OBL is 100% in Pakistan. In 2006, OBL’s 2nd in command, Zawahiri was nearly killed in a US drone attack in Pakistan. So if Zawahiri is in Pakistan then so is OBL.
As for Mullah Omar, he fled on his motorbike into Pakistan.
There are rumors that he is in Quetta so can’t say for sure he is there.
