Light at the end of the tunnel makes more sense than "in" the end of the tunnel...only because the roshni is usually outside of the tunnel and not inside it, lol.
To my knowledge "at the end he agreed..." is fine too.

At the end is used more often for locations. Like at the end of the street etc. At the end also often precedes the word "of"....like at the end of the day...at the end of his career...etc etc.
In the end denotes a feeling of finally....like finally itni mushkilon k baad kuch hua.
So, it's like you're saying finally he found his keys. So the more correct option os In the end I found my car key.
