Ideal situation? WoW, so the government even trying to eliminate corruption can happen in “ideal world”? It is sole responsibility of the government to curb corruption. Non-govt population may support the no-corruption program but since rule-making, rule-enforcing is government responsibility so corruption elimination is govt responsibility as well.
