I’m not from Canada and I hope someone will be able to help you out in regards to the visa questions you have.
I’m in the United States and I can share the experience of a handful of citizens here who have chosen to marry someone from England or Pakistan. A majority of the handful took the route to have the Nikah done in England or Pakistan depending on the residence of their spouse and upon arrival back home (US) filed for a fianc? visa rather than a spouse visa. Their spouses were granted visa as early as 6 months. Those that chose to file as spouse visa are waiting on two years for approval.
Ask your fianc? to speak with or hire an immigration lawyer practicing in Canada to assist in the process.
You also mentioned financial restrictions. If your fianc? does not plan to travel back and forth multiple times, I would at least ask him to fly over for a Nikah and ruksati; when the paperwork is approved you can fly to Canada and have a walima there.

All info is contained here no reason to hire a lawyer, as long as he is able to support you financially things should be fine.
After yu apply takes around 12 mnths.
@alisha476 the only thing you can do is to make sure the application is filled correctly and is completer you cant really do it sooner than a year
