This is one of the biggest reasons for PR destruction once a profitable organization till mid seventies now in complete shambles. One general created NLC to take away market share of freight, the most profitable business of railways, diverted railway improvment funds to that corrupt organizaition to bribe military officials and another general grabbed the key railway lands to block the future expansion again to bribe military officials. Only the middle class and poor masses have suffered on these corrupt policies.

ISLAMABAD: Over eight acres of prime railway land was encroached upon by an army housing scheme in 2002 near the Military dairy farms in Rawalpindi, the Public Accounts Committee (PAC) was informed on Tuesday.

The housing scheme agreed to pay Rs55,000 per marla to the Railways in accordance with a decision of the Auditor General`s office, but the amount had yet to be paid.
“I myself am ready to pay Rs500,000 per marla in that area,” PAC chairman Chaudhry Nisar Ali Khan said.

He criticised the railway authorities for giving prime land in the heart of the city at a throwaway price. “I am pretty sure that this case does not involve the Army itself, but it is the DHA that is operating with the land mafia.”

However, railway officials said the Army had intervened in the matter and was offering a deal to settle the case by exchanging land.

“They want this land and are offering to give army`s land near the Lahore Dry Port,” Railway Secretary Shahid Raja said.

When the members of the committee expressed concern over their failure to manage the department`s assets and squandering opportunities to earn from them, railway officials said that they faced persecution and mistreatment whenever the authorities concerned were approached to settle land issues.

It is odd to tell you how the men with guns behave with our officers,” the secretary said. “We are trying to negotiate various land issues with the Army and Rangers, but it takes time.”
His reply silenced the committee and the chairman assured the Railways of his backing on the matter.

There is not a law of the jungle in Pakistan. If any department says that they have guns then we are ready to face them. We will bring them here for hearing also,” he said.
Chaudhry Nisar expressed his anger over the attitude of army personnel and said parliament was supreme.

And most important of all, nobody is above the law. It must be made clear that we are not operating in isolation and for the first time in the history of the country the PAC has the backing of both the government and the opposition.”

Highlighting the achievements of the PAC, he said nobody was afraid of serving or retired officers of any group.

The committee was also informed that misappropriations by two former chairmen of the Pakistan Telecommunication Authority and the National Highway Authority, both retired generals, had been exposed at its meetings.

While hearing objections raised by the Auditor General against the Railways, the committee was informed that large tracts of land had either been illegally occupied or were being misused by the Rangers and the Army.

It was informed that the Rangers and the army had rented out a large area allocated to them to develop strategic forests.

The PAC was informed that 36.25 acres had been leased to Pakistan Rangers for Rs 60,750 per annum, but they had illegally occupied another five acres.

It was informed that 438.36 acres had been handed to the Rangers in 1998 for strategic forestry, but a portion of the land had been rented out for agriculture.
In another case, the Rangers were given 5.62 acres at Rs22,500 per annum in central Punjab and leased out another 5.25 acres at Rs20,105 per annum, but they illegally occupied an additional 1.94 kanals.

The committee`s members observed that the lease amount was very low and parts of the land were being used for commercial and agricultural activities.

The Army was leased 15 pieces of land measuring 525.5 acres in Sheikhupura sub-division, but it sub-leased the area to various parties for farming.

The Janbaz force has been occupying the Railway Club in Khanewal since 1978 and the Railway Hospital in Bahawalnagar.

The chairman said: “We are planning to devise a strategy so that there are budget cuts for departments that fail to pay their dues.”

It was decided that the PAC would issue letters to the armed forces and the provincial governments, asking them to settle the land issue within three months. Otherwise, the PAC will include them in the audit hearings.

oh bhai, stop blaming NLC, just fix the damn corruption in the department and railways will be back to profitability. Railways is still a big commuting way for huge population, if we can stop corruption, if we can cut down unnecessary staff there is no reason this department will be loss bearing.

Pakistan Railways had an advertisement in FT for Public Private Partnership offer to private operators to import their locomotives and use PR's tracks for freight services.

I wonder why PR does not sell the grand houses its employees live in (often one employee occupying more than one house) all over the country and use the money to buy freight trains!

I was not talking about development in CHINA.
I was telling that India is now being linked with China.
But it is the railway which can give us great chance.
Railway is an independent state otherwise and it can give us too much if we can get rid of corruption and mishandling.
It can still provide a big facility to people of Pakistan.

Price of new 3000 HP EMD (GMU) is about $ 2 millions. Multiply by 85 to get Rs amount for just one locomotive. GM USA locomotives followed by ALCO were the most sucessful locomotives imported in the seventies. After ALCO and GM, GE had improved a lot in their quality. Had depreciated locomotives, replaced with these brands, perhaps PR still would have been running in profit.

As regard comparing with India, Indian army does not encroach lands of Railways niether there is any interferece in maintaing the railway system in India by other chors. India inherited the same system as in Pakistan, but dictators destroyed the very system by introducing corrupt practices and corrupt policies. You think there is no corruption in Indian Railways? There is, may not be high as compared to PR, but it is still running in profit.

Only to announce that 50%of profit shall be given to employees and a new railway police on the style of motorway police with powers like FIA.

Rs.170 million which means around 300 locomotives for Rs.50 billion? 150 if you count transport and kick-backs.

i am not sure if corruption is the root cause of mismanagement. A lot of countries and departments develop despite of corruption Indian railways has crap load of corruption too but it is doing just fine due to a good and innovative leadership. innovation and ‘ahliyat’ is the key. for example the director of delhi metro was in railways, he built one of the most difficult railway lines in the world but that line of 700 km didnt find any takers and it was making loss. he introduced RORO (Roll in Roll out) system in India where instead of ferrying cargo they would ferry cargo trucks fully loaded for a price . that idea made that route profitable.

well Delhi metro doesnt fall under Indian Railways. only Kolkata metro is a Indian Railways venture, other metro systems are either corporations or private ventures.

This is just price of imported locomotive from USA. FOB, sales taxes and customs will cost one locomotive to $2.5 millions. Rs 50 billions means 200 to 250 or so locomotives to replace already depriciated locomotives which must be running with heavy maintenance costs, including safety and frequent failure issues on line.

Had Pakistan good relations with India, the same most popular locotmotive ALCO could have imported less than half price with no FOBs. But generals, secreteries Planning commissions, economic affairs division and ofcourse key railway officers needs commission. Countrires who bribed most these corrupts were successful in getting the contracts. That is why you see Japan, Germany and lastly China's locomotives which made locomotives with old, refurbished equipment, sold cheap with heavy commissions, and last for few years or more. USA and Canada had stopped a long time ago paying commissions to these corrupts because of their strict anti corruption laws in the country. Their locomotives were superb, long lived with full warranties, but expensive than the others.

One ALU-18 (ALCO 1800 HP) locomotive was snatched from India in 1965 war. The same locomtovie pulled many frieght trains for many years in Pakistan. It must still be with PR perhaps lying in junk yard for want of spares. If someone from PR is here can confrim this.:)

NLC was made to snatch the freight market from port area from PR. General mardood Zia-ul-Haq, diverted funds from PR to NLC to import trucks from Germany and other countries with heavy commissions to military officials instead of replacing depreciated locomotives. Price paid by the natiion was quite heavy with more accidents on roads, destroying infrastructure as pay load of these trucks were more a road or bridge could sustain, free transport of drugs and arms by smugglers in the eighties and lastly few frieght trains from port area. Less revenue means heavy losses to national railway which destoryed the very foundation of the system. Who do you want to blame?
