agree with irem, we are never ready for anything!
some examples
we tighten secutrity everytime after a bomb exploded! only after!
we alocate budget or move to build to reinforce river banks only when the flood is on doorstep.
we only ban "double sawari" when they already has done much damaged to many people.
we implement nuclear security measures only after when world came to know the leakage of secrets!
we only try to build a street/road only after when its not possible at all to even walk on it!
we only ban basant only after when it has damaged grid lines and taken many lives.
as a nation we never move until we are pushed or forced to do anything. our planning only starts when it was required years before.
even what we do after all these are not enough to avoid same thing happening again!
we are not proactive but reactive! which is not good always.

No we are not ready but we are ready too because there are people who pray for floods.
Life outside big cities depends on floods in some cases. For some farmers floods are another life. Floods do disturb people in many cases but they help people too. Many farmers start praying for floods in the season.
As for dams, we don't need any and we even have not got enough land to build some, cause Pakistan is just Islamabad, the rest is Punjab, NWFP, Balochistan and Sindh.
