I've talked to White guys who've been to Japan and they say there is absolutely no dating scene there. Japan had a strong arranged marriage culture that is slowly dying but its not being replaced by a dating scene.
Its certainly not due to men's lack of interest in sex. Prostitution in Japan is legal and quite rampant. Japanese men of all ages travel to Philippines and Thailand for sex tourism and meeting women.
Upon closer analysis it boils down to their womens disdain for men and apparent frigidity. Young Japanese men have become so pessimistic about dating that they have stopped trying. Sex robots are now being considered an alternative to real women for the future.

A very important statistic. and I'm sure the real gap is even wider (under reporting by women)
It tells us that marriage is more important for men. Unmarried women can still find romance, sex, intimacy, companionship and lovers easily. But for the vast majority of men some kind of formal, committed, Long term arrangement like marriage is necessary to fulfill these purposes. When marriage goes out of favor in society men are the net losers because women can do well without it.
It also tells us that a larger number of women (51%) are dating and having sex with a relatively smaller number of men(39%) . This is a characteristic of any dating/hook up scene in the world. Even in Western countries. When monogamy gives way for short term, No strings and fluid and/or polyamorous relationships again men are the losers. Such a marketplace excludes most men but it welcomes every woman.
The logical extreme would be a society where women have no incentive or pressure to marry and they only choose men out of desire. In such a society women will gravitate towards fewer and fewer men. Monogamy/marriage, it turns out, is a great social equalizer for men. (one woman for every man)

I guess the OP's question is whether desis are headed the same direction? I don't think so. You will see more and more single people in Pakistan and abroad marrying late, but that's because of the obsession for schooling, and the need to establish a career.
