Inzi is carrying a "Peace for Sri Lanka" balloon, so this pic is likely from the Champions Trophy a while ago. Difficult to say if someone is drunk or not, cz the camera quality really sucks, but this could just be any random shot.
Even when we take pics at home, with people not posing for the pics, sometimes they come out really weird, like the eyes going all over the place, and especially if someone is caught in mid-sentence with mouth in a funny position. So, its hard to jump on this thing.
