wwell sometimes for someone new to an area it is important to find people who are in the same phase in life. not to say that u cant make friends with others. Many times ppl who are in a similar stage as you can be valuable resources as well.

so n harm in a law student looking for another law student, a newly married couple looking for other young married couples, ppl with small kids looking for others with small kids, etc

One way you can meet others in your area is to get the local newspaper. They usually have and "events" section and most larger towns have newcomer gatherings, mom-type gatherings, mommy-and-me classes etc.

If you're looking to meet desis specifically, try the nearest mosque. They typically have all kinds of events and gatherings too. I know theres a fairly large desi population in Baltimore, you'll make some new friends in no time!
