It is said that there are good women for good men, and bad women for bad men…but i’ve always wondered, if pairs are made in heaven, then has Allah already decided who will be good and who will be bad even before they are born?

Is this written in Quran? I have seen good guys getting married to total horrible girls and vice versa. I will be shocked if this is really true.
