You posted the fatwa so you find out. To my knowledge turtle is a veggie animal, I don't see any reason why it should be haram.
What is "otter"? did you mean Oyster?
Are you sure you're not talking about "Otter-Pops" the froze treat? They're not only halal, they're delicious!
If you are talking about otters, I hope you know that they are rodents and closely related to rats. I wouldn't eat them halal, haram or even covered in chocolate...
