I have a question… if someone has already passed away but their parents had never done aqiqah for them because they didnt have teh money to do so, will there be a punishment for it. Are their surviving relatives encouraged to pay for the aqiqah on their behalf now or would it not make a difference?

Please elaborate your question. Are you talking about infant who passed away in very early days/age?

'aqeeqah is just a sunnat and it's NOT punishable if missed. as far as affording a ritual is concerned, remember one thing...even Hajj is NOT farz on those who can NOT afford it.
after death, except Hajj and death payment and giving charity, there is nothing you can do on the deceased's behalf.
