not quite… I’d ask “better for what/whom?” utility and efficacy are relative terms - you need to address the technology use-case as well as the end-user needs, expectations & preferences.
On the outset, I’d answer your question with: Linux is better for many back-end server environments; Windows is great for end-users who need a high-performance front-end applications; OS/X is superb for ease-of-use and day-to-day office/home use.
