IT is an anomaly that a nation which was united in its efforts to provide succour to the victims of the devastating earthquake of 2005 and the floods that destroyed homes across the country some years later should now disregard the plight of the IDPs from North Waziristan.There could be several reasons for this change of heart — from biased perceptions of the tribespeople to donor fatigue to a feeling that the refugee crisis is a man-made one and hence an issue that the politicians and military must deal with.

But that does not explain why governments too should be reluctant to address the IDPs’ needs, such as the Sindh government which initially said the refugees would not be allowed in the province — a stance echoed by some Sindhi nationalist parties.

Success of operation linked to IDPs’ help

It is in this context that we should heed what Federal Minister for States and Frontier Regions Abdul Qadir Baloch said in Islamabad on Tuesday.

**The retired lieutenant-general, who is well aware of the dimensions of the challenge to bring relief to the IDPs, warned that the operation could fail if the refugees were not taken care of properly. Eliminating the militants, he said, was less of a problem than providing adequate relief to the nearly one million men, women and children who have been displaced by the fighting and are living in camps, dependent on daily supplies for survival.

**Even if they are well taken care of, they will continue to be haunted by the trauma of the flight from their ancestral homes not knowing how long they will have to dwell in the camps as hapless refugees in their own country.

Mr Baloch was also right in raising concern about how the IDPs will fare once Operation Zarb-i-Azb is over and they return home. Will North Waziristan then be habitable, or will the IDPs return to find it in ruins? In other words, will the state succeed in making arrangements well in time to ensure their rehabilitation and smooth return to normal life, and in a manner that the tribesmen do not have to fear the return of the militants? These questions are vital especially when those displaced by the South Waziristan operation have yet to be rehabilitated.

Undeniably, the IDPs’ tragedy has also resulted in social pressures for the rest of the people who find they must now share their land and resources with them, the constitutional right of the IDPs to reside anywhere in the country notwithstanding.

Nevertheless, with most of the IDPs confined to the Bannu camps, it is time the country shouldered the responsibility expected of it. Besides being given relief goods, the IDPs must be made to feel that the nation is with them. For its part, the federal government should launch a campaign that could mobilise and tap the Pakistani people’s philanthropic generosity.

why can't the leaders open their personal purses and aid the IDP's ? Why does the taxpayer have to do it all, all the time?

Rightfully the people are tired, as in donor fatigue. These things just don't effing end....so they stop caring.

I can't blame them, they have their own roti to worry about in an ever increasing inflation

That is one of the problems I tried to address that the govt/military will start the operation and nobody will look after the IDPs :(

well they saw during earthquake that the help never got to those who really deserved it.

the tents were sold and taken away by the elite for their own personal uses

Maybe different communities out there will see that if they harbor terrorists in their communities and treat them like brethren, this will be their outcome.

^^^PPP MNA’s and MPA’s have decided to contribute their salaries to IDPS. This is only the real national party as founded by ZAB. PPP is still the winner among other tonga, ethnic based parties.

PPP parliamentarians to donate one month salary for IDPs

Wednesday, June 25, 2014 - Karachi—Bilawal Bhutto Zardari, Chairman, Pakistan Peoples Party after consultation with the senior party leaders announced that all senators, MNAs, and MPAs of the PPP will donate one month salary for internally displaced persons (IDPs).

PPP Chairman requested all party office bearers and workers to assist IDPs and provide support and facilitate the IDPs so they feel at home in this tough time.

“The internally displaced persons are our heroes who are undergoing untold sufferings and miseries in the nation’s drive against militants and they must not be left alone in their hour of need”, said Bilawal.

He said that it is the time the all political parties should be united and stand with the armed forces of Pakistan for the stability and protection of country.

Meanwhile, Bilawal had constituted Party’s Committee for Internally Displaced Persons (IDPs) to be headed by Leader of the Opposition in National Assembly Syed Khursheed Shah.

The Committee will look after the needs and provide all possible help for the relief and rehabilitation of the IDPs.

The Committee members include Khanzada Khan, President PPP Khyber-Pakhtunkhwa (Focal Person of committee from KPK), Manzoor Wattoo, President PPP Punjab, Sadiq Umrani, President PPP Baluchistan, Zamrud Khan Ex-MNA (Focal Person of the committee from Punjab), Dr. Sikandar Mandharo Sindh Parliamentary affairs Minister, Senator Usman Saifullah Khan, Senator Rubina Khalid, Nawazish Pirzada (President PYO South Punjab).

He requested Opposition Leader Syed Khursheed Shah to look after and supervise the relief and rehabilitation activities for IDPs. Syed Khursheed Shah would be heading the committee comprised of parliamentarians and senior party leaders.

The Committee will look after the needs and provide all possible help for the relief and rehabilitation of the IDPs. An official notification in this regard was issued today by Hasham Riaz Sheikh, Chief of Staff to PPP Chairman following his approval.

Bilawal advised Prime Minister Azad Jammu and Kashmir Chaudhry Abdul Majeed and Chief Minister Gilgit-Baltitstan Syed Mehdi Shah to support the Committee in ensuring best possible relief and rehabilitation for the IDPs.

Ispr ne account number dya han to send money or camps bhi lagai han if anyone wants to drop things themselves.

Looking after IDPs is collective responsibility of whole nation, not alone govt and/or army can look after them or provide them... it is One million displaced people... the funds should be raised and delivered to them... but i guess priorities are not IDPs or helping them... that is a shame..
