“Ya atufo zukuwatal mateen atif Aliya kalbay (husbands name) ya arahamo rahimeen”
Is anyone familiar with this dua? Is this the correct transliteration? And What is the meaning of it?

I dont know, never heard about this but one thing, it should be Qalbay not kalbay. big difference :)

My friends were talkin abt it and one said her hubby dosent give her enuf attention etc so the other one told her to read this dua with the husbands name inserted in it while she hands him a cup of tea or water or during any kind of interaction. And she said it's guaranteed to work- meaning the husband will be more loving caring and attentive towards the wife.

Never heard before and as per my knowledge, I don't think there is any such dua narrated in hadith. However, if you'r looking for dua then you may read a verse as a dua from Chapter 25 verse 76. I mean you can use the same wording in your dua.
What Almighty Allah decrees, no doubt that happens and when HE don't decrees, nobody can guarantee of happening that matter/work.
Also, you may make dua between adhaan and Iqama, there are chances of acceptance of any dua. And you may read two rakat Nafl-e-Hajat and then make dua in you own wording.
May Almighty Allah accept your duas. Ameen.
