The Government of Hong Kong provides MPhil and PhD students here with stipends which are more than enough to cover tuition and living expenses.
I emphasized accounting and finance because I know that the universities here are good in these disciplines and I can evaluate the chances for admission. For other areas, you might want to take a look at departmental rankings and find out. E.g. HKUST is supposed to be good at engineering disciplines.

Go to the department you are interested in and look for MPhil or PhD Courses. All of these would have detail about admission criteria and stipends.
