No clue but the design is pretty typical and easy to copy. You should take screen shots of her on youtube and show it to a karigar. I'm sure you can get it made locally for a reasonable price.

This is probably not a designer's dress. Its quite common skyle referred to as Anarkali frock. Depending on the work done on the shirt, it can cost anything between PKR 5000 (synthetic fabric - plain dress with lace etc) to PKR 15000 (pure fabric and heavy handwork).
