The taliban are vile...and terrorists...and perhaps marry girls by force....but again, one would be an idiot to believe a letter that openly mentions raping women.
The ISI is not propagandizing this. Its someone else. There are plenty of organizations / countries that have an interest in propagating terror within Pakistan, and Taliban are just one piece of the puzzle.
By spreading such idiotic notices, the purpose obviously is to incite the shia community within Pakistan to hit at sunnis, thus inciting a sectarian war. And you people are playing right into it.
