I am thinking to start instagram marketing alongwith my job, but I don’t want to post my own photographs as I wont be having a lot of time capturing fancy photos. So is it ok if I post and promote pictures from other accounts? and use hashtags to promote following of my account?

People use various creative ways to promote their brand or product w/o posting their own pictures. I promote Pakistan on instagram w/o promoting myself or pushing my own photography.

I plan to promote products/services relevant to working women in Pakistan. So basically i wont be promoting myself but other brands...

You want to promote brands on your account without any monetary gain. Thats very kind of you. Im sure the brands will love it. Promoting other brands or products is not a way to gain followers. Its a turnoff actually.
You first need to create a following and then push the brand promotion.
Your real question should be: How should I gain followers on instagram?
Thats a million dollar question 
If you want to promote your page and want to get high number of Instagram followers then you have to post quality images like high-resolution images and then you have to post the quality content which will increase your followers.

I am not very active on instagram myself but these are a few things i noticed. Along with instagram, if you install a 'repost' application for instagram which allows you to post other accounts content directly on your account, that does help with growing your followers. Make sure that you credit those account though. So while you might want to edit the hashtags according to your own theme, you dont want to skip on the mention. That way, it won't be stolen content and you can organically increase your following.
Secondly targeting small pages helps (not necessarily brands) because they are happy with whatever publicity they can get as long as you are crediting them in your instablog.
