Mum & khalas are pakistani passport holders so they cant travel anywhere they want
This girl you are talking abt,is she an Indian passport holder ?
I have a feeling she may have moved from India to Pakistan and then to Canada and as a result she had probably given up her Indian passport. That being said, since she’s a natural Indian citizen and there were compelling humanitarian grounds, I’m surprised they made it tough on her.

If she gave up her Indian passport I think they would make it a little difficult for her.

Does anyone have any Experience(S) applying for an Indian Visa with Pakistani Origin RECENTLY? Especially after the whole Headly thing? **I am a U.S. citizen born in Karachi married to an INDIAN CITIZEN, applied recently in New York through Travisa **- however, after just 5 weeks they returned my passport back saying “VISA NOT ISSUED” Upon contacting Travisa - you can only contact them as you can’t contact the indian consulate directly they said that they haven’t rejected my visa and that it is still under ‘review’ - just that they were giving back my passport? THis worries me as why would they give back my passport without stamping it? I applied 2wice before and got the visa both times and they never gave back the passport without any decision?
