Lately i was watching cable and there was ad by local police asking citizens to duly check the identity before they rent out bike, car or house to anyone… because they can be used by criminal to materialize their nafarious designs. And inform local police if they sense something fishy.
I was thinking that why would any reasonable respectable citizen would like to help police ? when he knows that the police wont even show some common courtesy of treating him with respect as a common law abiding citizen. Instead it would be hassel for him and like inviting trouble to his home.
I know police in india is the same as Pakistan. Is there anyway that police in india and pakistan start treating common man (who does not have money or links ) with respect and not tangle him in timewasting routines ? Lets leave aside Corruption and in-efficiency for moment. Only respect.

I thnk pakistani police is a victim itself. Top of list offence is inhumane duty hours. They are forced to work for long time without proper schedule or break. They can not have proper family life Specially the officers in lower ranks. normally these people are deputed in area far away from their native town. So they dont feel any need to show respect because they dont have any affiliation with the people of that area. These people are not the people of his area, constituency
Travelling thru Karachi on a daily basis, I've noticed that almost all of the traffic police and regular policemen that are on the road in their police mobiles are Punjabi. I'm not discriminating but they seem to have no attention span nor the courtesy to listen to what you might have to say or even consider that you're a fellow citizen. I don't blame them.
I think its only natural for them to behave this way. They are given amazingly low wages that have to be sent back to raise families back in punjab. Automatically, this creates frustration. They could care less about the law or how we abide to it and again I dont blame them. They dont have any shame to face because no one knows them in the community. Raising the wages should def be considered because of teh amount of rishwat khori that goes on a daily basis.
I think the govt should appoint locals to serve in the police instead of assigning them away from their families and community. If I knew the guy who was serving at my local train crossing or was taking night rounds on his mobile, I'd think twice about breaking the law. If the guy let his acquaintances get away with teh law, it wouldnt be kept a secret for long and he'd think twice about it too. Plus, he'd be with his family, perhaps even more respected by the people around him.
I don't know if this is vice versa in Punjab tho with Karachiite police. Never been there.

Policemen are not paid decently, are treated like chaprasis by superiors, made slaves to politicians and have very limited resources to fight and win over orgnized crime (of which politics is a branch). So how can we expect anything good from them.
I say that with a heavy heart and due apologies to the few Indian police who do serve and protect with honor. But that is a minority.
It makes my blood boil to see a 45 year old cop slaving for 20 year sons and daughters of local politicians and fetching the tea.
Well my statement was just in jiffy.That was the extreme solution i suggested.There can be certain solutions those can be implemented to reform the police services to certain level.
1.Increasing their payscale.
2.easing the duty hours.
3.Freeing police from political influence.
4.Making law and order as the state subject as in india.so the lower ranks remain posted in their own state/province(this solution can be avoided for higher ranking IPS officers).
4.bringing in police action under the purview of courts thereby restricting the abuse of powers granted to them by constitution/govt.
There are some nice articles and books written by first female IPS officer Kiran bedi on improving the police force in india.But i think govt is not interested in implementing those reforms.Politicians want police to act as thier militia on society.and 80% of todays police force is being used in VIP security.
And about Kiran bedi.u get such a sincere officer once in a while.she even impounded indira gandhi’s car as delhi traffic police head as it was parked in wrong area.
Why there is difference of attitude, level of corruption, sense of duty between the two ?

**1. Both are inadequately paid.
2. Both perform their duties in harsh conditions.
3. Education level is almost same
4. Traing is similar to some extent
5. Selection criteria is too some what similar.( sifarish and kinship etc)
5. Both get same kind of financial aid from dept in case of permanet injury or death.
Reasons for different level of commitment, honesty, Attitude
Army maintain much higher level of discipline and accountability at lower level (than police)
Army jawan live mostly in cantonment area with limited interaction with civilian thus few opportunities for corruption
Army provide necessities of living at subsidised rate and on credit with no mark-up, through CSD (canteen store dept). Also eating in mess and living in barracks, army jawans can save big portion of salaries. But in police they dont get these benefits.
People generally see army as a their gurdians and as they dont have much interaction with them, so generally are in good books.( Talking about soldiers not generals )
Decent and intelligent people don't opt to join police force. this is the problem.

one traffic police caught me when i jumped a signal in Hyderabad and then i told give me chalan i will pay that, he told 'Saab Eid aa raha hi, hume bi kuch paisa chahiye" then what you will do
