^ When investigations are underway, proof is not publicly disclosed. As far as blaming Pakistan, media speculations and general public's opinion is unofficial, sometimes not factual and often influenced by current and past record of the person/country being blamed (read Pakistan).
If an official (who is privy to the investigation) blames Pakistan only then would I consider it a blame. And officials have shared proof with the US, and US (Condi Rice) has also blamed Pakistani elements.
