Meray bhai...all senior Pakistani officials can get a SAARC visa from the Pakistani foreign office within minutes! If some idiot has released a rumour that he didn’t have a visa, it doesn’t make it true. He has a SAARC visa and can travel to India anytime he wants.
Pak foreign office does not issue visas for India or any other foreign country.
The Indian govt issues Indian visas, and has the right to deny visa, or deny entry to anyone.
