This is one of the central reasons for why these things dont work... General are supposed to lead soldiers, what the heck would a general know about running a "federal food comitee?"
In the long run this means that not only will Pak institutions remain weak, as they are run by people with no training or credentials to run them, but because by depriving civilians of management roles in such comitees, we ensure that the country will have to rely on the Army to provide management... Thus the Army ensure it central role in the governance of the country at the expense of everyone else...
