what about people ? 90 percent of whom are even ready to be more corrupt if get a chance .do not throw every responsibility on leaders only. whenever chance arises people behave like rioters,lynchers,killers of innocent , arsoners, in a mob they become animal, the responsibility lies with the society. we are all alike.
