Wouldnt the responsibility fall on the developers to make sure they recompile their apps with 4.4 , iron out any kinks and update their apps on google store or elsewhere?

I contacted Google and they are sending me a new phone. Plus it wasn’t one app that was crashing, about 90%of therm were, including Google’s own apps.
