As for H1B, I think its about time. There have been overwhelming H1B visa holders already and the market is superfluous.

Much ado about nothing. The funny thing is that this bill has nothing to do with Trump, for once. Every few months, such bills are attempted by both dems and reps, never goes thru. This current one is from a California democrat. In the past people as different as Jeff Sessions and Bernie Sanders have tried their hands at H1B reform bills. None have passed. This time because Trump has everyone nervous, people in India have noticed a bill for once.
The fact of the matter is that H1B reforms will not go through as republicans have tied any visa reform to a comprehensive immigration reform bill, and democrats have opposed any comprehensive reform bill that wont provide pathway to citizenship for undocumented folks. And H1Bs cannot be changed through executive orders, this was a congress made law and needs congress approval to change it.
And Trump’s team has not spoken yet about their H1B plans. Which might be a lot more severe than this one which says remove quotas and prioritize H1Bs by salary, and will actually be a good thing for non-IT H1B folks.

Haha..yes it is great news for the people already in, I was just saying the exact thing to a Pakistani client of mine he is an IT guy but really bad news for people trying to get in and also for the Indian Govt as these guys remit monies back home and it could be an indication that he might go after outsourcing also.

There already are 3-4 software “valleys” in india - gurgaon, hyderabad, bangalore.. Currently the jobs ending up there are the ones that cant be staffed and retained in the US because of shortage of engineers with work permits.
US simply has no significant homegrown talent pool for STEM fields. 50% of the population aka females dont even want to be seen in the science or math departments as a matter of image. Geeks and nerds are seen as uncool even among males. Top universities literally have to import over 50% of their graduate students. And now you get Betsy Jesuslover DeVos in charge of dis-education. Another generation will become inferior to kids everywhere else globally.
