**yes, he is a self-appointed traffic cop. he is seen directing traffic around the level crossing. he basically tries to stop those who try sneak under the barrier on to the tracks. it’s a common sight on most level crossings where pedestrians, bicyclists and motorcyclists do NOT respect the barriers. it’s sad that thousands of people are killed every year doing the same. lack of civic sense, i suppose.
