Does your definition of economy include only monetary resources. It counts everything that is a resource of some value. Your point was that thelas stealing electricity should not dent the electricity consumption in Pakistan. I just said a huge portion of our market place may be running on stolen electricity which is not paid for and thus must be causing some sort of dent to the revenues which could have been used in mobilizing more resources to generate more electricity.
