If they were carrying illegal weapons it is wrong. but mau ofer another view?
Due to the extensive international aid, projects and military actions the need for presence of foreigners has been high in Pakistan. These people need to be protected. The foreigners may be incapable of distinguishing between friend and foe and therefore perhaps they are opting for non-brown skinned guards? And these guards need weapons.
Nowadays since Ak47's and shoulder launchers have become very common, issuing these guards with pee shooter pistols is useless.
Perhaps someone better versed with Pakistani law on what weapons are legally allowed?
