A closer look at the system on the website you provided reveals that these things are missing:
CPU Fan (extra 30-35$)
Keyboard + mouse (40-50$)
Monitor (??)
CD/DVD-ROM (30-40$)
So I assume you have these things already, and will not need to buy them extra.
I always owned AMD along with Intel, and it never let me down. I am a big fan for AMD. 64Bit should not be a problem, if you could get hands on 64bit OS (e.g. Win XP 64bit).
32 Bit applications can still be run on XP 64 bit.
