Somebody is protecting them and the government is not interested in finding them. Seems like they maybe kept as bargaining chips to be used as an when necessary to pressurise Altaf Hussain by the establishment with or without foreign involvement.

This means that they were hit men and somebody powerful had hired them and didn't want to the leave behind any evidence. Unfortunately for him the agencies got to them before he did. Now he can be blackmailed by British government and also Pakistani establishment. Perhaps the British government and Pakistani establishment are on the same page as far as this particular script goes, because the timing of the new arrest seems convenient at this particular time as it strengthens the hand of Pakistani establishment in order to exert more pressure on GOP.

caught red-handed doing what? money-laundering case is still under investigation and the murder charges haven't been laid as far as i am aware of.
