Yes he can't officiate in a match involving Pakistan except very few home ODI's

But even in a match involving India, I don't think he has to deal with offensive behaviour. It is mostly matches involving Australia where alot of umpires have to deal with bad behaviour.
I remember one incident which involved Gilchrist and Aleem Dar earlier this year.
Overall Australian players have been pretty pathetic lately, in terms of their on field attitude.

Anyway coming back to the topic. Ehsan bhai did you manage to contact Aleem Dar? I am sure you must have gone to see the match today.

but what exactly is the rule? i’m quite sure i’ve seen umpires officiating matches in which their own country is playing.

They can officiate only in those ODI's which are played at home soil.
For eg. Aleem Dar can officiate along with a neutral umpire in a Pakistan match which is played in Pakistan.
Unlike test matches where both officials have to be neutral, ODI's can have 1 neutral and 1 local umpire.

I would like to ask which bowler has reacted in the worst way after an appeal is turned down.

**You come in the top 3 world best cricket umpire’s and without a doubt you are pride of Pakistan, have you had a chance to talk to PCB (think tank) to formulate a plan as to how we can raise (formulating a crash course through out the year) the bar in umpiring at domestic level and get better umpire’s to the Intl’ arena?
