You are going overboard in criticizing PPP. I worked for federal government for sixteen years, I never ever saw people including hard line supporters of JI, JUI etc refused commission. They thought that it was their right. Officers block the files for onward movement to accounts department unless contractors come to their offices and pay the commission openly.
