You'll have much more support from the Pakistani public for al Qaeda in it's 'jihad' against the west than a 'jihad' against it's own country. While al Qaeda and like minded groups would love to knock down Pakistan's political structure and stability the general population see's Iraq and would be wary of welcoming such an approach one would think but as Iraq show's, you don't need the support of the general population to maintain disruption.

Key areas in defeating al Qaeda in Pakistan include; tackling political corruption (weakens the government and it's public support) , creating stronger educational institutions to draw away from radical educators and madrassas (stops the radical indoctrination), and creating investment that creates jobs which actually propel the poverty level upward (more opportunity less chance at radicalizing?) are all necessary for Pakistan but they must be done in conjunction with eliminating the poison weed that festers and is growing in the tribal regions. We've seen this poison weed creep into Pakistan's urban areas in the form of the red mosque. Weeds grow and the snuff out that which is productive. Ironic that the siege on the red mosque was named 'Operation Silence' since the growing threat in the tribal region is met with silence.
