Yes, that is how it should be. But try telling that to the people who lost their loved ones in the attack. Plus no cemetary would want to take on the anger of the public over a terrorist’s burial, why deal with the headache?
Anyway he did get a burial - within the jail where he was executed. So it’s not like his body is just lying unclaimed somewhere.
