Is there no regulating body for Airlines that regulates their business conduct?
There are so many of these budget airlines around that are simply disgusting in customer service and can cause serious dent in the pocket with their non refundable policies etc .
Who do you go to or complaint?

You can complain to Civil Aeronautic Board, but they can not do much since Congress in America passed the Airline deregulation Act of 1978:
A 1996 Government Accountability Office report found that the average fare per passenger mile was about nine percent lower in 1994 than in 1979. Between 1976 and 1990 the paid fare had declined approximately thirty percent in inflation-adjusted terms. Passenger loads have risen, partly because airlines can now transfer larger aircraft to longer, busier routes and replace them with smaller ones on shorter, lower-traffic routes.
I think on International Tickets you can get refunds that too depends on the terms and agreements when you buy!
Full price tickets are refundable even on domestic flights, but not the super discounted advanced purchase from third parties like travelocity etc, I have lost on those if they are not used!
