u'll be better off finding the cheapest tickets online rather than from a travel agent [including the ethnic ones]. fares depend on when you wanna travel and to which city. if you are flexible with your travel dates, u can expect a muchh better fare.
Onkar Travels in Toronto is a good place to start with if you decide to buy from a travel agent.

Aviation travels in new jersey gives good deal if ur buying tickets for pia business class...like buy one n get the 2nd one 40% off n her prices are actually low...lemme know if u want her number...

this is a website which is actually an Indian Ethnic Travel agency...i know of several such agencies which let you book trips online with lucrative prices. the catch is that after you book and pay for your ticket, they actually take up to 24 hours to send you the confirmation number and at the same time they surprise you with much higher fare. you end up paying a much higher price with lots of headache. they are in fact 'trapping travel sites' which feed the dubious travel agents with victims...
