Yes I’ve been through that. At times, it’s really annoying and a person is not able to concentrate on his/her work. If I do decide to tell someone politely to let me concentrate, I first look at the place. If I am sitting in cafeteria and 100+ people are talking to each other, then it wouldn’t make sense to ask them to hush up so that I can concentrate because I could rather go to Library etc but if it’s in class during class time or in office, then i would just politely tell them that I have work to do and most of the time, it works.
