Actually it will in many cases. Since Zardari came to power most of the money is going to IGOs and NGOs. If you read Hareem’s link it shows that the money doesn’t go to the Government at all. Because the IC does not trust Zardari.

CM is right. When the funds do not go to the government they are actually allocated and dispersed quite well. Sad to say but true.
