Sure, Pakistan was threatened. Pakistan no longer seems very concerned about the threat.
The money to Egypt was investigated a couple years ago. Many in US are unhappy over money to Egypt. Not sure about the $ to Israel, Israel and US are pretty tight.
However, the situation is simple. The party giving money has control over the money. If you want the money, you agree to their terms. If not, not.
The money to Egypt was hardly investigated. It involved Egyptians self reporting disbursements, I am sure any country can do the same :D
Sure US and Israel are both tight but rules are rules right? I am not aware any 'Israeli waivers.'
Sure the party giving the money has control over the money, however they define the terms at the *outset, *you don't come back and change the terms...that ridiculous. Its like asking Pakistan to justify its US aid spending in the 1980s, when the Russian threat was at the border.
If you put accountability of spending as a part of the aid package from the outset, then sure it is justified.
The sad part here is that these guys are doing the audit for Uncle Shamu for domestic political purposes. In reality this is surrendering national sovereignty for political purposes.
