Agha Khanis have never been declared kaafirs in any Muslim country, including Pakistan and Saudi Arabia.
From time to time, attempts have been made in Pakistan, but which so far have failed to gain the support of the majority of Pakistani ulema in the same way that the majority swiftly agreed that Qadiyanis are non-Muslim.
