Actually whenever there is any incident of terrorism in Pakistan, what government immediately does is ban double sawari on bikes as usually two terrorists come in a bazar, the one sitting at the back shoots at everyone and they escape easily on the bike.
The joke was “Q: Agar WTC pakistan mein girta tho gov kiya karti? A: Double Sawari par pabandi laga deti aur kehti keh ainda kisi ko dehshat gardi ki ijazat nahi di jaye gee”.
